An omnibus spending bill enacted by Congress and signed by the President on December 26 placed a national moratorium on consolidating Farm Service Agency (FSA) offices until September 30. The issue will be on hold until that date, or sooner if it is addressed by Congress in the current formulation of the new farm bill.
The new City Council of Charlestown decided in their
meeting Monday night, to end the Curbside Recycling Program within the city
limits. This will take affect immediately and residents will not receive any
further collections. The City of Jeffersonville, Town of Sellersburg, Town of
Clarksville, and the Town of Borden have chosen to continue their participation
in the program until the end of 2012.
The curbside program has been very successful in diverting over 40,000 tons of
recyclables from the Clark-Floyd Landfill since 1994. The program collects old
newspapers, phonebooks, magazines, flattened paperboard, flattened cardboard,
steel food cans, aluminum beverage cans, glass bottles and jars, milk, water and
soda bottles, and other #1 and #2 plastic bottles. The program began when
voluntary recycling failed to divert more than one percent of the recyclables
from the landfill.
Clark County residents have a lot to be proud of. Since the program began the
participation rate has been consistently above the national rates. The
participation rate is at 80-85 percent. The collection rates of the annual fee
have stayed between 80-85 percent paid. The District has seen positive feedback
from residents in favor of the program.
Charlestown City Council stated that they will look into alternative recycling
programs for t heir residents in the future. Residents may inquire at the City
Hall, 256-3422, or by contacting your City Council representative about a future
program. Until implementation all residents may continue to use the two drop off
sites provided by the District. The first is located at the Clark County Solid
Waste Office in Charlestown, and the other is at the INDOT Substation on Highway
31 in Clarksville.
