?Board of Commissioners quiz contractors about bids for restoration work on county courthouse PDF Print E-mail

?    The Washington County Board of Commissioners met in regular session on Wednesday afternoon, August 20, with all members present. The Commissioners unanimously approved the minutes of previous meetings and all claims.
    Judge Robert Bennett addressed the Commissioners and introduced representatives from two construction companies specializing in restoration of historic buildings.  Dennis Bolton of BJB Architectural Metal Services, Inc. and Tom Johnson of Keystone Restorations went into depth explaining to the Commissioners what their inspections revealed about damage to the bell tower of the courthouse and the recommended work to correct the problems.
    All three Commissioners examined the bids and asked probing questions regarding the differences and similarities contained in the two bids. In summary, both companies plan to remove the aged and damaged mortar from around the sandstone masonry of the bell tower and replace the mortar with new, yet historically accurate, mortar and waterproof the exterior of the tower.  The bid from Keystone Restorations included a step of applying urethane sealant to the mortar.  Differences also were noted in how each contractor would actually get up to the bell tower and do the work.  BJB stated that their procedure called for workers to rappel down from the open area above the clock face to do the work while Keystone plans to use a large crane/lift vehicle and work from buckets.  According to Commissioner Lana Sullivan, the difference in the two bids is in excess of $56,000, BJB being the lower bid.  The Commissioners asked for and received references from each contractor and plan to verify those as soon as possible.  Regardless of which contractor is awarded the contract, work is expected to begin during the first week of September and completed some four to six weeks later.

??    The Washington County Growth Partnership announced that a conference will be held on September 30, in Loogootee, IN for anyone interested developing a recycling business in Southern Indiana.  
    The conference, hosted by the Indiana Department of Environment Management, is designed to promote and assist
recycling in Indiana by focusing on economic development efforts targeted at businesses and projects involving
recycling.  
    This is achieved by providing grant and loan opportunities to financially assist businesses in the creation and continuous development of recycling markets throughout Indiana.
    The conference is open to any interested party but space is limited.

?Wide range in proposed pay increases for county employees and elected officials PDF Print E-mail

???    The recently concluded 2009 Budget Hearing meetings were the public part of the long and tedious process of
preparing a budget for the county that has some relevance to anticipated revenues and makes a good faith effort to
balance the immediate wants of the community with the long term needs of the community.
    The hard copy of the budget is summarized on 80+ pages of size 10 font covering all county government
expenditures for the 2007 and 2008 to date, plus the 2009 request broken down into line items of considerable detail.
    Taken in its entirety, this document seems overwhelming and after only a short time can cause blurred vision and
pounding headaches.  However, if a person were to glean any wisdom from the old East Indian saying that goes
something like, “How do you eat an elephant?  One bite at a time.” some interesting information begins to emerge. Of specific interest is the proposed pay increases for some county employees and some county elected officials.

?Salem Common Council wrestles with financial shortfalls PDF Print E-mail

?    The Salem Common Council met in regular session on Monday evening, August 11 with all members present.  The
minutes of previous meetings and all claims were approved unanimously.
    Voting unanimously to transfer money to the General Fund from various other funds to avoid going into the red and to forego any salary increase for elected officials in the upcoming budget, the Council struggled to deal with a financial shortfall brought on by a delay in receiving property tax revenues and what Mayor David Bower described as “an inherited budget that ties our hands.”  
    Unable to determine what, if any, pay increase city employees might receive, the members of the Council voted
unanimously to table the topic until City Clerk Treasurer, Pat Persinger meets with representatives of the Department
of Local Government Finance during the last week of August.  
    According to Persinger, after that meeting she should be able to provide the Council solid numbers to work with
in developing the budget and, in turn, what might be available for pay increases.
