Mayor sacks Air Board PDF Print E-mail

    The Washington County Edition received a copy of a letter dated April 14, 2009 and signed by Salem Mayor David Bower.  In the letter, the mayor cites Indiana Code and reasons for removing members of the Salem Board of Aviation Commissioners (BOAC) as of the date of the letter.
    The specified reasons for the mayor's actions are as follows:
1.As a member of the Air Board, you have participated in decisions to incur project expenses for the new Airport Layout Plan prior to the award of any FAA grant therefor.  Consequently, the City of Salem, Indiana has been threatened with litigation in writing because the expenditures have not been paid.
2.As a member of the Air Board, you have participated in decisions to continue to incur project expenses for the new Airport layout Plan without having finalized the terms of a proposed lease or sale with Owen Thompson, Thompson Promotions, Inc., or any other entity to which Owen Thompson is a majority owner, which is intent to be the funding vehicle for the local match of the development of the new airport.
3.As a member of the Air Board, you have not acted to protect the City's financial interests in the collection of hangar rent from the fixed based operator which had remained delinquent for a period of at least 12 month.
4.This is an apparent lack of mutual trust and confidence between the Board of Aviation Commissioners and the elected officials of the City of Salem, Indiana.

Commissioners agree to funding support for business incubator PDF Print E-mail

    The Washington County Board of Commissioners met in regular session on Wednesday, April 15, with all members present.  The minutes of previous meetings, all claims and payroll were approved unanimously.
    Washington County Economic Growth Partnership (WCEPG) Executive Director, Jerry Rose, addressed the Commissioners and asked them to support the concept of a commerce incubator in Washington County.  The basics idea of a commerce incubator is to provide support in the form of technical assistance, office/warehouse/production space, and legal, financial, and managerial counsel at little or no  cost to local individuals starting new businesses.  The cost of the program will be paid out of the Economic Development Income Tax Fund (EDIT).  In late 2008, the Commissioners and the County Council agreed to earmark 25% of EDIT money for non-road projects.  Although no exact dollar figures were discussed in regards to the incubator project, all the Commissioners agreed to support the project as a means of encouraging local entrepreneurs.  Additional information about the commerce incubator is available through the WCEGP at 883-8803.
    Other items of business conducted by the Commissioners included the following:
- Unanimous agreement to hire Hornsby Consultants to do an income survey of the county in preparation for grant application to pay for development of comprehensive land use plan
- Unanimous agreement to submit road paving projects at Shorts Corner Road/Vincennes Trail and Mt. Carmel Road/Horner's Chapel Road to be part of a $14 million grant for the Seymour District of the Indiana Department of Transportation from the American Recovery and Reinvestment Act.
- Unanimously approved use of the former Emergency Management Office in the court house for use by the County Coroner
- Discussion of building permit fee increases
- Update of Bridge 113 project
- Update on truck bypass

    With no further business to conduct, the Commissioners adjourned until their next regularly scheduled meeting on May 6.

Common Council votes to reject speedway owner's offer for airport PDF Print E-mail

    A tense exchange took place among attorneys representing the City of Salem, the Salem Board of Aviation Commissioners (BOAC) and Salem Speedway owner, Owen Thompson, along with members of the BOAC, Thompson, Mayor Bower, and Council members.  Efforts were unsuccessful in coming to any type of an agreement for facilitating an arrangement by which Thompson would lease the existing airport facility with an option to purchase at or above the amount of the required local match for the new airport project.
    The City of Salem has earlier asked Thompson for an irrevocable letter of credit which is an financial instrument guaranteeing that the city would receive an agreed upon amount for the lease/option to purchase regardless of what the future held for Thompson or his corporation.  Thompson had agreed to seek the letter of credit.

Stone, Tomlinson resigning and Gwaltney's retiring from Salem Schools PDF Print E-mail

    The approval of the resignation of Tony Stone, Principal of Bradie Shrum Upper Elementary, and Wade Tomlinson, High School Girls Basketball Coach, was approved by the Salem School Board at their recent meeting held on April 13 along with the retiring of James Gwaltney, Salem Middle School Science and Math teacher, and Marcia Gwaltney, Bradie Shrum Lower Elementary second grade teacher. Both James and Marcia will be re-hired in July for part-time.
    Other personnel approved were: Nancy Pullman from Route #14 bus driver to sub bus driver, CherylHogan, sub driver, Shawnee Hutson, bus driver for #14, Beth Brown, bus monitor on bus #26, Sara Calhoun, Extra Curricular yearbook, Kathy Dye,  Randy Nichols and Crystal Mikels, Destination Imagination.
    The board approved the following donations to Salem High School: $1,500 to Athletic Department from First Harrison Bank, $1,000 to Student Council; $1,370 to SADD and $100 to Salem High School from Washington County Substance Abuse Council.

WCMH accepts Lindauer's resignation PDF Print E-mail

    In a special meeting on Thursday, April 2, the Washington County Memorial Hospital WCMH)Board of Trustees unanimously accepted Chief Executive Officer (CEO) Randy Lindauer's resignation. Lindauer was not present at the meeting and has been on personal leave since the latter part of March. The Board thanked Lindauer for his outstanding service to the hospital during the past few difficult years. When asked if Lindauer would be receiving any type of a severance package, Board President Aaron Lee deferred to attorney Drew Wright. According to Wright, WCMH is  negotiating with Lindauer in an effort to work out an agreement on the severance package.
    In other action, the Board unanimously approved Joe Roche as Interim CEO. According to Lee, Roche, as well as a Chief Financial Officer John Lines, will be at WCMH two to three days a weeks depending on changing conditions. Both individuals are employed by Saint Vincent Health (SVH) in Jennings County. When asked if the executives' services were being provided by Saint Vincent Health free of charge to WCMH,  Lee answered in the affirmative. Wright added that the original letter of intent between SVH and WCMH has been amended to include a provision stating that if an agreement to affiliate in some fashion cannot be reached between the two organizations, then WCMH will be expected to pay for the services of the two executives.
    As a final piece of business, the Board unanimously approved an agreement with Regions Bank that would extend the hospital's line of credit until May 31.
